About the Job:
We are seeking a highly organized, technically capable, and solutions-driven Contracts & Operations Manager to oversee day-to-day contract compliance, business operations, and staff performance across multiple government real estate and services contracts.

This is a hands-on leadership role built for someone who thrives on solving problems, managing systems and people simultaneously, and owning outcomes end to end. The ideal candidate has a background in procurement, contract administration, or real estate operations, is comfortable with technology and process systems, and is looking for a role with real growth potential, not a lateral move.

This role is not: a property management position, a real estate agent/brokerage role, or a transactional real estate coordinator position. If your background is limited to listing, showing, or managing individual rental properties, this is not the right fit. Commercial property management experience alone is also not a match unless paired with transferable skills in contract administration, procurement, or multi-site operations management. We need someone who manages contracts, processes, systems, and people at the operational level.

Ideal Candidate:
The ideal candidate has spent their career solving operational problems, not just performing a role. They may come from procurement, contract administration, government contracting operations, or multi-site/multi-contract business operations, and they know how to manage people, deadlines, and compliance requirements at the same time without losing accuracy or accountability. They are comfortable being the person a team and leadership rely on when something needs to get fixed, not just flagged. They are technically capable: quick to learn new systems, confident working in spreadsheets and reporting platforms, and able to troubleshoot process breakdowns independently. They see this role as a launching point for greater responsibility, not a landing spot.

The successful candidate:
  • Multitasks effectively across contract compliance, operations, and people management without dropping priorities.

Key Responsibilities:
Contract & Procurement Management:
  • Oversee daily operations across multiple assigned government contracts and procurement obligations.
  • Ensure contractual requirements, deadlines, deliverables, and performance standards are consistently met across all contracts.
  • Monitor production queues, workloads, aging items, and deadlines across each contract.
  • Review operational and compliance reports; identify and escalate items requiring immediate attention.
  • Maintain accurate documentation and ensure established procedures are followed.
  • Develop, refine, and implement SOPs, workflows, and process improvements.
Team Leadership:
  • Supervise and direct assigned employees; delegate and balance workloads based on priority and deadline.
  • Set clear expectations and hold employees accountable for productivity, quality, responsiveness, and attendance.
  • Monitor individual and team performance against KPIs.
  • Provide coaching, feedback, and corrective guidance as needed.
  • Conduct or assist with performance evaluations.
Real Estate Operations (as applicable across contracts):
  • Support real estate-related workflows tied to assigned government contracts, including asset management, servicing, inspections, and vendor coordination.
  • Review documentation for accuracy, completeness, and compliance.
  • Identify and resolve issues that could delay contract or transaction timelines.
Client & Stakeholder Communication:
  • Maintain professional, responsive communication with clients, government representatives, employees, vendors, and management.
  • Participate in client and operational meetings; prepare status updates and reports.
  • Follow up consistently on outstanding matters until resolved.
  • Escalate risks with recommended solutions, not just problem statements.
Reporting & Performance Management:
  • Monitor production, quality, aging, and turnaround metrics.
  • Prepare and review management reports and operational summaries.
  • Identify performance trends and bottlenecks, and drive corrective action.

Required Qualifications:
  • 3-5+ years of experience in contract administration, procurement, business operations, or operations management (real estate operations experience alone does not substitute for this).
  • Prior experience supervising and managing employees.
  • Demonstrated ability to manage multiple priorities and deadlines simultaneously.
  • Excellent problem-solving, analytical, and decision-making skills.
  • Excellent written and verbal communication skills.
  • Comfortable learning and working within technical systems, databases, and reporting platforms.
  • Strong organizational and time-management skills.
  • Ability to work independently and make sound decisions with limited supervision.
  • Proficiency with Microsoft Office, including Outlook, Excel, Word, and Teams.

Preferred Qualifications:
  • Experience with federal government contracts, procurement, or compliance programs.
  • HUD-related experience.
  • Background in real estate operations, asset management, mortgage servicing, or related fields.
  • Experience developing or implementing SOPs and process improvements.
  • Bachelor's degree in Business Administration, Contract Management, Real Estate, or a related field.

Compensation:
Salary: $60,000 to $70,000 annually. Performance-based incentives may be available based on individual, team, and operational performance. This role includes a clear path for growth in scope and responsibility as our contract portfolio expands.
